If your guild is running 25 man ToC, but have a priority list for trophy's and you're at the bottom, these are an excellent piece to get. They are better than the T8.5 shoulders, and will certainly last you until you have accumulated more emblems and a trophy to get the T9.5 shoulder piece.

They are also a good piece for people who need a shoulder upgrade, but their guild isn't running 25 ToC. A couple of weeks of daily heroics make these a fairly easy piece to get, and the stats on them are excellent.

Yes as of 3.2 you can get these in Heroics, but you may also acquire these by doing your Random Dungeon: Looking for Group Quest anywhere from level 70-80. But you may only recieve these Emblems once a day by that, afterwards you will only recieve gold and bonus experience. So I would say you could acquire about 2-4 of these a day.
