The point of calling him hard mode only is more that the level of difficulty of the encounter is designed as if he is always on a hard mode to begin with. While strictly he does not have a harder form the nets an additional loot table, getting to him requires completion of hard mode Ulduar bosses to begin with, and killing him is so difficult that he is considered to be hard mode at all times.

Anyone know how to manually enter data, since it is obviously known that this drops from Algalon in Hard Mode, but the item's tooltip does not say that on Wowhead?

This ring is extremely well itemized, with a socket and very low stamina. It's BiS for feral DPS pre-3.2 (beating any 25man rings), and probably BiS or close to it for other agi-based classes as well.
