For Bear tank Death-warmed belt is better.
You gain +9 stamina and +7 agility - if gemmed with blue gems or +15 stamina +11agility gemmed with epic gems. Also you lose some AP and hit, and exchange 57 experise for 56 crit.
But considering the cost of mats for Death-warmed belt, I prefer to buy this belt first. 28 emblems for this belt is ~2-3 weeks of Ulduar farm, and Death-warmed belt needs 6 Runed Orb, each cost 18 emblems - thats 108 EoC. I cant even imaging what will be the price for Runed Orbs on AH - at least 2-4k for first month after patch. If you dont want to pay >20k for +15 stamina +11 agility, just take this belt and wait untill Death-warmed belt become more chip.

Big contender over Death-warmed Belt for BiS Feral tanking. You lose the extra slots so if you use Shifting Twilight opals you lose 7 agility and 13 stam. But what brings this to the top is the expertise and hit. With Feral T8 losing its expertise and only the shoulders gaining expertise you will drop below dodge cap. This belt makes up for a lot of the lost expertise and the hit being lost. One other downfall is the loss of crit raiting over the Death-warmed Belt which would help with maintaining savage defense.

terrific belt actually. esp for mut. rogues (compared to combat), if you need the expertise. YS hard mode belt is a ways away, so basically this is a BIS item potentially for only 28 badges. clear choice for first purchase, IMO, for a mut rogue if you're well under dodge exp cap.

As a Mut. Rogue, I found it difficult, even with the Frozen Halls dungeons (FoS, PoS and HoR) to maintain the hit cap and expertise cap simultaneously with drops and triumph badge gear. The only comparable belt that drops from these instances is Flayer's Black Belt from normal Pit of Saron (Forgemaster Garfrost).

Even trying to replace Chain of the Tolling Bell with Barbed Ymirheim Choker (H. PoS Forgemaster Garfrost) was difficult due to the loss of hit and expertise.

The same thing happened when replacing Hemorrhaging Circle with Dexterous Brightstone Ring (35 EoT) or Band of Stained Souls (H. PoS Scourgelord Tyrannus). The expertise was lost and not easily recoverable.

Even an item which is conceivably a huge upgrade can be a DPS downgrade due to missed attacks and boss avoidance due to being under the expertise cap.

This belt handily solves both problems. I recommend getting all you can from the Frozen Hall dungeons. Several items are considered superior for Mut. Rogues over T9 (Helm from H. FoS and Pants from H. PoS are superior to T9 for Mut, mainly due to the absence of Armor Pen and the presence of Haste).

The TL:DR Summary:
This belt is far and away superior to Flayer's Black Belt. The trading of crit for hit leaves more gem sockets and pieces to be enchanted with offensive stats instead of hit and expertise.
