In Mists of Pandaria this glyph has changed.

OLD: Glyph of Holy Shock - Increases the critical effect chance of Holy Shock by 5%.
NEW: Glyph of Holy Shock - Decreases the healing of Holy Shock by 50% but increases its damage by 50%.

This could be useful for leveling or doing dailies as Holy, but beyond that I don't see this as a strong glyph. It's only purpose seems to be to allow Holy to do more dps, and the healing reduction will make it unattractive for raids or PVP.

I doubt this was added for a Shockadin revival (even though I'd love one!) - rather, Blizz is trying to give Healing Pallies more tools to use for when they're solo'ing, as was their intention in Cata.

Long time shockadin here. Love this glyph. I want sooo badly to use this in pvp but the hit to versatility is too much. That said, here's how to shockadin; selfless healer, holy prism, harsh words and the talent that extends avenging wrath and glyph of illumination. Then stack haste then crit. Enjoy.

In Warlords of Draenor, Glyph of Holy Shock has been removed. It's description used to read:

Decreases the healing of Holy Shock by 50% but increases its damage by 50%.
