In order to make it, you have to be level 20 as well, as the requirement is 180 engineering to read the pattern (and to get above 150, you need to be level 20). Thus you can't make it yourself and have someone apply it for you, you have to either buy one or have one made for you (or make it on a higher level engineer) first.

This item is needed for the quest http://www.wowhead.com/?quest=3641 (A) / http://www.wowhead.com/?quest=3643 (H). As most engineers are not leveling engineering in Stranglethorn Vale this and the recipe (http://www.wowhead.com/?item=13310) can go for very high prices on AH.

This cannot be attached to the Venomstrike bow (or any other BoP item) if you are 19th level. You need to be 20th level to apply it. And the Venomstrike Binds on Pickup. Third parties can also not attach it, as the item binds when the scope is applied.

You only choice is the standard scope: http://www.wowhead.com/?item=4406 with the venomstrike.

You can trade the bow for 2 hours with those wich entered the instance with you. A player lvl 20+ can do it, and give the bow back to you. right? :)
