I bet you if this glyph took 0.5 second of UA cast time, ALL affliction locks would take this, pvp or pve, doesn't matter.

Seems to be a toss-up for the number 3 Prime slot glyph for Affliction PVE,between this one and Glyph of Bane of Agony.

In Mists of Pandaria Glyph of Unstable Affliction has been modified.

OLD: Decreases the casting time of your Unstable Affliction by 0.2 sec.

NEW: When Unstable Affliction is removed, it instantly deals critical damage to both the target and the dispeller, but no longer silences.

From the 5.2 PTR Patch Notes:
Glyph of Unstable Affliction has been redesigned. This glyph now reduces the cast time of Unstable Affliction by 25%.
