The consensus, as far as I know, if one is trying for max dps, is actually to wear this, the hands, helm, and shoulders in order to get the the 4 pc set bonus, and then wear chestguard of the recluse from EoE 25. So while for an individual item, they are not the best, if you account for the tier bonuses, one should aim to replace the chest not these.
