The design for this gem has a 100% droprate from Stormforged Ambushers, Champions, Artificers, and Infiltrators, in the Storm Peaks. However, it will only drop for Jewelcrafters.

It's one of four guarenteed design drops, that drop from certain mobs around the zone. (Note that the design for Defender's Twilight Opal is the only one that drops from the Stormforged dwarves.)

If you are a tank looking to fill a red socket, you are better off taking the Regal Twilight Opal over this Defender one. 8 parry rating is 0.16% avoidance before diminishing returns and 8 dodge rating is 0.20% avoidance. The argument for "parry haste" benefit really doesn't hold too much weight on the micro scale of 8 rating.

If given the choice, the Dodge/Stam gem would be preferable to the Parry/Stam.
