Note that this cannot be applied to boots that are higher than item level 50. The text is a bit ambiguous, but trying to enchant an item with iLevel 66 and "Requires Level 26" results in an error: "Target is too high level"

Aaaand that changed in patch 10.2.6. You can now apply this to items up to item level 320!

And there are now even slightly better options available, like 附魔長靴 - 熊貓人之步, 附魔靴子 - 野豬之速, 附魔長靴 - 殘影之速, etc.
I did test it with 附魔長靴 - 熊貓人之步, which gave me the same running speed as this enchant (plus the 4 Mastery).

As of Midnight this is broken - any items that still have the enchant will continue to provide the buff - my ilvl144 with 19 speed stat after the squish boots still have the enchant and still give the full benefit but you cant apply it to anything above 120 anymore.

The Straddling sage agate and Straddling Viridum gems still work, still provide 8 and 12 speed which is a lot more than it used to be so are worth using now.

As of 12.0.5, there's either a bug fix or nerf where Minor Speed no longer works on my old TWW Season 3 boots upgraded from under 120 ilvl to 131 ilvl, but they still work on my ilvl 105 boots. Assuming they just fixed it so they don't work on boots above ilvl 120 previously enchanted with them
