I dont know if its a mistake, but these boots seem to have extremely good stats on them for this level and are better than a lot of the quest rewards to come.

Eg, Comparing against the Boots of Safe Travel (ilvl 154)
These have:
-7 Agi
-4 Stam
+16 Expertise
+18 AP
And these are 16 levels lower.

These boots seem to be way over budget. Not that I'm complaining :)

*Edit* Compare to http://www.wowhead.com/?item=38543, a blue iLvl 146 quest reward. Compared to the higher level blue, these green boots have:

+21 Agility
+6 Stamina
-19 Expertise Rating
+6 AP

Great item here -- probably a stat budget bug, but I'm not complaining. Compared with another item level 138 quest reward from the same zone (Borean Tundra), there is a pretty large discrepancy.
