I have not been able to find this recipe except on the neutral AH. Clamette Magnifique went green at 276. When the bear burger recipe is not available on the interfaction AH, to level cooking to 285 (when the smoked desert dumplings recipe becomes available) I do daily cooking quests. If I get some zesty clam meat, I'll make the Clamette as well, but after a recipe turns green it's not worth buying or farming the mats.

It appears that Malygen (Alliance NPC) no longer sells the recipe either. I didn't see it or the kabob recipe the last three times I checked. It can be learned at level 250 from Stephen Ryback, cooking trainer at the Pig and Whistle Tavern, Stormwind. This is also true for the charred bear kabobs recipe.

I am now able to train 5 new recipes in Orgrimmar, from Arugi, despite her not having anything for me at cooking level 525 pre-4.1:

ya just found out that alot of those recipes are taught by cooking trainers i know sounds stupid but i got a bunch from slagg (Superior Butcher) in arathi highlands at hammer fall that i swear i didnt get these from org and ive been maxed on cooking since before 4.1 and man i could have used these.

A lot of what's already posted is outdated by far after the Cataclysm!
As of patch 4.0, this recipe is taught by your cooking trainer at cooking level 250.

In order to green this recipe out, farm about 40 x 熊腰肉. A good spot is 冬泉谷, from shardtooth bears just east of Starfall Village.

Note that this also combines greatly with farming 巨蛋 for 食譜：超級煎蛋捲 (bought from 西米克) to get from 225 - 250 cooking level, as they drop from owls and owlbeasts (moonkins) in the same area.

If you love achievements, make sure you try to add up more 吃過的食物, by spending at least one of the 熊腰肉 for 食譜：燒烤熊肉串 which is also taught by your trainer at cooking level 250.
