I scan the auction house really regularly, and auctioneer collects statistics on how often it sees items. The design for this is among the most rare items I have seen. Over the last four and a half years (since I last reset my data), I've seen this design only 4 times, including the one I just bought. Of course I don't see the ones that are kept rather than sold, or the ones that are posted and snatched up before I have a chance to see them, but that's true for most items. People are going to the 太陽之井高地 again for transmogrification, but to some degree they fly by trash, and the drop rate is just so low to start with, so if you're looking on the auction house, it's crazy rare.
