Truly all the new trinkets are for pvp and this is the only one that might have tanking qualities.
It offers an ability similar to prot warriors Last Stand (increases max health by 30% for XX seconds)
although depending on what other trinkets the prot pally has he might be losing a lot of armor, defense, or dodge.

Besides pvp usage this is not truly useful for Warlocks, while yes it does offer health that health is taken away from you at the end of the duration. Say a warlock has 1000 health, he then pops this trinket, now he has 2750 health. If he life taps 1000+ of his health he will die at the end of the duration.
A trinket more fit for warlocks attempting something like this would be the the Spyglass of the Hidden Fleet

This trinket does have a large amount of spell damage on it but one can sacrifice 4 spell damage for a use effect and save a lot of tokens by purchasing an Icon of the Silver Cresent

How would this compare to the +40 crit rating trinket http://www.wowhead.com/?item=34162 for an arena elemental shaman?

For me it seems that +47 increased damage is greatly underpowered next to the +40 crit rating. Since 1 crit rating is roughly comparable to 2 +dmg, this might not apply to arenas where resilience plays a large role.

The spelldamage one is better for Elemental Shamans.

The "heal" is not affected by Mortal Strike or Wound Poison.

Apart from this being an awesome PVP trinket for casters, this is also great for a prot paladin in PVE. It offers extra threat generation with a build-in last stand every 3 minutes. Yummy.

Any warlocks know if the 1750 heal amount is affected by Fel Armor? Apparently this trinket is affected by the fel armor healing boost: http://www.wowhead.com/?item=24551, but it is a real heal instead of 15 second health boost.
