Does exactly what the yellow text says, it just allows you to buy the normal Brewfest Ram, or the Swift version.
Swift = 100 Gold and 600 Tickets
Normal = 10 Gold and 600 Tickets

Regardless what is said above; this is the HORDE version of the quest to get the mount. It costs 600 Brewfest Prize Tokens to purchase it. You get KODOS not RAMS as horde side. The ram mounts earned last year will no longer be obtained to the Horde.

So even though i did the ram quest last year on horde side, I can't go back and buy the level 60 mount? ): Will the same NPCs be there? or is it absolutely impossible to get a ram again?

i wanna know wether or not if you didnt finish the handstamp quest from last year if you can use it to buy the kodos or rams at this years brewfest? ( 4 days! :D)

If not done the previous year the only way to aquire the mount is Corin Darkbrew in BFD the daily 5 man similar to the Headless Horseman he drops 2 non fraction specific mounts a Kodo and a Ram not guarenteed to drop but both can drop for both Alliance and Horde.
