This and Cloak of Subjugated Power are currently the two highest-resilience cloaks in the game. This is the healing cloak and Cloak of Subjugated Power is the non-healing caster cloak. There is currently no melee cloak with greater than 21 resilience.

Though this may be obvious (hence why it has yet to be commented on), the flavor text is likely a reference to the concept of Karma, a belief prevalent in several world religions including Buddhism and Hinduism, which holds that we are responsible for our own actions and the resultant consequences of those actions.

The statement "everything happens for a reason", along with the name of the item, both seem to be clear references to this concept. ^^
