If you have more than one haste bonus, add them together, do not multiply them. Only the hunter's Serpent's Swiftness talent, improved Aspect of the Hawk talent, and the quiver bonus are multiplicative. For example:

To calculate your attack speed:

WeaponSpeed / (SerpentsSwiftness * ImpHawk * QuiverBonus * TotalHasteBonus) = AttackSpeed

For hunter with 3.1 sec Gladiator's Heavy Crossbow, 20% speed increase from Serpent's Swiftness, 15% speed increase from quiver, 15% from Improved Hawk proc, and the gear listed above:

3.1 / (1.2 * 1.15 * 1.15 * 1.1008) = 1.775 second attack speed

With normal lag, this may be past the limit at which you can still thread a steady shot between auto shots.

Note that haste will increase your WHITE damage auto shot dps. It does not directly increase the damage from any of your special attacks. However, it can potentially allow you to put more special attacks into the same period of time, thereby increasing the overal dps of your special attacks.

That said, there is the danger that your haste rating gets so high that you are no longer able to efficiently thread special shots between each auto shot. At what speed this happens will be different for every person, as it depends a lot on your lattency. For instance, if your attack speed is hasted to 1.75 sec, but due to lag your steady shots are causing a delay in your auto shots such that you are getting an auto shot every 1.85 sec, then you are wasting about 5.7% haste, or roughly 90 points of haste rating. That is a lot of lost itemization points.

I got these sweet babies for the incredible price of 2000g.
I could really see the difference when I equipped these and my Imp. Aspect of the Hawk proced.
That's about 16.5% shooting speed increase.

These are also the best bracers in the game for Enhancement Shaman, who are likely dual wielding "Syphon of the Nathrezim" at 2.8 speed, haste is a significant benefit to shaman.
Even if you're still using 2.6 speed weapons these are your best bet.

How big is the difference between Bindings of Lightning reflexes (1400 gold) vs the upcoming S4 bracers? Is it worth buying at the indicated price or should i just get the S4, in short, is the performance difference worth the gold price?

On some servers, Heart of Darkness can run between 500 gold and 1,000 gold. This wrist takes 4 Heart of Darkness to make. Theoretically, these bracers can be priced from anywhere at 3,000 gold to up to 5,000+ gold adding in crafter's profit margin (2,500~4,500 if you are buying your own mats). To assume it costs 1,400 gold or 1,300 gold or whatever you are touting in your post is ludicrous or you are assuming everyone trying to obtain his is progressing in SWP (therefore, having access to a guild stockpile of "cheap" Heart of Darkness).

Taking into account the scenario I outlined, the S4 wrists are a lot easier to acquire and easily accessible to all hunters who are not adverse to a few days of PvP.
