With the extra gem slot, the Adamantite Bracers are much more flexible. For DPS purposes, you could ignore the Socket bonus and put http://www.wowhead.com/?item=30571 in the bracers.

Adamantite Plate Bracers http://www.wowhead.com/?item=23506 are better than these, although a little more expensive once you count the cost of a good gem. You can equip them as early as level 66, too. Go figure.

Updated for Feb 2020;

Looted these bracers today from a Sunfury Blood Knight, while completing Quests for the Consortium near Manaforge Ara. Not listed as dropping from them, but from the other comments and the listed mobs that have dropped them in the past, it appears obvious they are a World Drop, from any mobs of the appropriate level in Outland, with the exception of Old Hillsbrad and Kharazan drops.

This dropped off a Shattered Hand Houndmaster after a single run of Shattered Hall Heroic. Your best bet is to farm chests in the Outlands for more reliable results. All the same, good luck!

Edit Update:

This also dropped off a Farahlon Breaker after 20 kills in the Netherstorm.
