These not only drop from the Harbringer, they can also drop from Epoch Hunter in Old Hillsbrad (obviosly heroic mode)

edit: they might ONLY drop from Epoch Hunter now, i'm not sure if a) they got 'moved' or, b) they can drop off both, sorry cannot clarify which

Confirming a post above, these leggings used to drop in Heroic Arcatraz, but they now drop from Epoch Hunter in Heroic Old Hillsbrad.

These are awesome legguards, but I feel these are too hard to obtain.
