Starting from scratch you need to take the quest 聖光之城 in Shattrath. Be sure to align with the Scryers when given the option by Khadgar.
After this you should be able to get 向間諜大師薩洛迪恩報到, which sends you to Netherstorm. This starts a chain of quests which you need to complete.
When you have finished the chain of quests, you can take 趁他人之危, which rewards this sword.

Looks pretty great with Judgement Armor.
