I ranked all the cloaks by their increase to my stats, expressed by a %, giving Stamina only a 25% weighting (in a raid, you shouldn't need it if you're on dps, but obviously it's helpful). 1% crit = 1% increase in dps. 1% hit = 1% increase in dps. 2.3dps from AP ~ 1% increase in dps.

All the rankings were calc'd on a lvl 70 enhancement shaman, and this is the best cloak in the game. Rogues and druids should like this even more as they get more from agility than shaman do. I can't imagine a warrior would like this even less either.

Bottom line - this is the best cloak in the game for a dps class as far as I can tell.

Technically (AEP-wise), it is the best cloak a rogue can get at that point in the game. However as that other guy said, it is MUCH better suited for a hunter since raiding rogues need to keep a certain level of +hit.

Also keep in mind, that this cloak is from Kael'thas, while the Shadowmoon Destroyer's Drape is from Teron Gorefiend. It will be a while before you get to Teron after Kael'thas.

After 5 downs of Kael and 2 of teron neither backs have dropped but this one does look better than Shadowmoon Destroyer's Drape and for some of us the looks matter more than +1/-1 stats :)

You can get hit from lots of items, gems, and even from food. For a hunter at least, however, there's no way I currently know of to substitute for the mix of agility and attack power on this item. Particularly raid-buffed, this is clearly the best cloak in the game for a hunter, better than the Destroyer's Drape.

This could be considered as one of the best if not THE best cat DPS cloak in game right now. Doing a little math for a fully talented feral, this cloak enchanted with +12agi offers in terms of DPS no less than: 120 AP and 1.64% crit chance. Considering BoK as well, it goes even more upwards. However, killing Kael'Thas is pretty hard compared to the simple "routine" fight that is Morogrim Tidewalker in SSC, and that guy drops the Razor-Scale Battlecloak http://www.wowhead.com/?item=30098

Now this one has less agility, but imo it compensates with the high AP represented by that 33 str. Because of the BoK I was talking earlier. Razor-Scale gives: 114 AP and 1.44% crit chance. Just a bit under the Thalassian Wildercloak, however this will go up a bit in terms of AP since the 33 str will be pumped up to 36 by a BoK, up to 37 with SotF talent, resulting in a total of 74 AP compared to the 68 green AP given by this Kael'Thas drop. So for ferals (and even warriors) that have the Razor-Scale from Morogrim, you may save your DKP for better drops in BT and/or MH instead of spending on the Thalassian cloak. OFC, the Thalassian is better than Razor-Scale due to the higher agility (28 vs 22), but not by much.

This back will obviously come out better than the back off Teron if you're hitcapped, but that doesn't mean this is "a better option for hitcapped people". The logic of that argument is flawed as you're actually considering Shadowmoon Destroyer's drape as if it didn't have hit. It's a question of where you pick up that hitrating. SDD has more stats in total being Itemlevel 141 as opposed to 138 on this back.

So.. you end up with more stats in total using Shadowmoon Destroyer's Drape to get hitcapped than this back, hitgems and possibly older gear. It's still a great back untill you can get your hands on SDD ofc and something you won't replace for God knows how long as survival.
