This cloak is by no means desinged for raid tanking.

It's far from useless tho - main reasons to get it are 5-mans, heroics and pvp.

In 5-mans and heroics too much avoidance (dodge/parry/miss) will make your rage nonexistant - that's why dropping some of it can be beneficial. In addition if you are protection specced, this 38 BV will boost your Shield Slam damage by:

38 x 1,3 (shield spec) x 1,1 (1h spec) = 54,34 on hit
38 x 1,3 (shield spec) x 1,1 (1h spec) x 2 = 108,68 on crit

That's the same reason why you should get it, if you are going protection pvp - It's not uncommon to get 3k Shield Slams if geared correctly.

There is a great post here about the value of mitigation once you're past Kara/Heroics.

The basic point is that once you're in that content heals have to be spammed regardless of mitigation, so the value of mitigation is greatly reduced.

With this in mind this cloak is perfect. Stamina, AC, and Block value (since every attack should be blocked) are really the only stats worth caring about.

Provided you're staying above 490 defense (easily done) then the stats you lose from Devilshark are nearly meaningless.

If you want good gear because tanking actually means doing something, not just 'a way to get blues' when you hit 70...
Then you need this cape. It will last a good time and put +120 Armor enchant on it, you will love it.
The symbiotic relationship between Armor / Stamina / Block Value for a protection warrior is key and shines brightly on this cape.
Stamina is your last barrier to take a hit before you die.
Armor increases the effectiveness of your Stamina.
Block Value saves your Stamina.
Armor increases your Block Value.
Block Value increases your Shield Slam.

The relationship is wonderfully exhibited in this cape and the unpredictable, uncontrollable fallcies of capes like Devilshark or any other regular cape.

It's not about removing yourself from damage, it's about increasing the amount of damage you can withstand.

If you're farming heroics for the hundreds of badges you need post-2.3, you definitely want to maximize your Block Value.

This one of the best +Block Value items you can get, pre-Zul'Aman and 25-man raids.

732 damage off each hit is massive. Turn on the Auto-blocker and you take 992 off each block. 8 Holy Shield blocks and that's a whopping 7,932 damage mitigated -- nothing to laugh at.

Note that generally choosing block value itemization will lower your overall avoidance. Make sure you fill up your other item slots/sockets with enough to reach uncrittable/uncrushable.

i find the decent sta and BR/BV combo quite usefull in many tanking situatuions.

Best of all it drops in heroic SP so not really hard to farm.
