Some thoughts: I think it's fair to assume most people capable of running heroics regularly are also capable of running Karazhan. So I think it's reasonable to assume that many of the Karazhan epics are potentially obtainable by people capable of getting these rewards.

The shields will cost you roughly 11 runs, assuming 3 badges a run. The shield's easiest counterpart is likely to be the Triptych Shield of the Ancients. Karazhan starts getting more technical at Curator, but he's nowhere near the hardest boss. Likely, any guild capable of getting past Curator can get to the Chess Event for the shield.

The +healing on any one item, barring the weapon, typically, only effects the healing done by a marginal amount. The value of one heal is how many heals you'll have to do. If the difference is less then a single heal (say having to heal twice instead of once) you've gained very little in actuality, because regardless, you'll have to heal a second time. While in large quantities healing adds up, the difference between say this shield and the Crystal Pulse Shield (a blue BoE) is 20 healing, ignoring the other stats. For any one flash heal that's about 8-10 healing depending on talents, apart. There will be the rare occasion where 8-10 healing may make the difference, but the upgrade is small, and ACCOUNTING for additional stats, while you lose the stam with Crystal Pulse, you've gained 6mp/5. To get to the point, the large +healing on this shield is relatively minor in function, and lacks regen. Alternative shields are less focused on one stat, and more balanced overall.

In conclusion, personally, I use the Crystal Pulse Shield at the moment, waiting for Triptych Shield of the Ancients to drop. The difference in healing is minor, between both those options, and my staying power is improved. The difference shrinks to 5ish healing per flash healing over Triptych, so really, 33 badges can probably be spent on a piece more solidly grounded in more then just pure +healing. Rarely are encounters decided on healing for 5-10 more per heal, but having that extra regen persisting through the entire battle might.

Not only is the +healing versus higher mana tick is an argument that can vary from fight to fight, it's a balance of stats that continually shifts. I've always had to make choices over +healing and a mana tick over my entire healing career. They both have gradually increased but from time to time to get a new item one stat may take a hit here and there.

What's more important to consider is that you only need a certain amount of stats per fight. I have a shaman healer, currently at 1400 +heal, 120 mp5, 10,900 mana and I currently use the Stormshield. As equipped there isn't a fight in Kara or a heroic that I have a problem with. However, one thing I see that everyone has failed to mention is the other stats. One of a shaman healer's greatest assets is that they can, unlike a squishy, take a beating. In fact, they have to seeing as how they have absolutely no class specific threat reduction (obviously this depends on your tanks ability to corral and your own ability to not overheal or heal in respect to topping threat, etc.). The huge boost in armor and block that this shield has, not to mention the increase in stam and int, is incredibly appealing to me. Will I switch to the Triptych even after I get the LBFS? Of course! But arguing over the specific stats of one item among your entire gear set is a waste of time. Separating this out to an individual argument over which stat is better regardless of context is also an incredible waste.

There's a lot more to it than stats anyway. Your gameplay knowledge is the biggest boost to your stats!

I picked this up because I was using Crystal Pulse shield and needed to up my stamina in my healing gear and the Triptych http://www.wowhead.com/?item=28754 never seemed to drop for my pally. Now that the Triptych dropped for me last night I am sorry I spent the badges on this.
This vs the triptych:

-204 armor
-7 block
-3 stam
+1 int
+13 healing
-8 MP5

When comparing this to the triptych I would say that for most fights 8 MP5 > 13 healing and a little extra stamina always helps. Those badges could be better spent on a trinket http://www.wowhead.com/?item=29376, or cloak http://www.wowhead.com/?item=33333, although equivalents are also obtainable in kara. Still, it took a lot of kara runs for the triptych to drop, so I got a lot of use out of this. Another nice upgrade for this that I am still waiting for is http://www.wowhead.com/?item=33332 from ZA. It just never seems to drop for me there either.

For Resto Shamans, this is only a sidegrade to Crystal Pulse Shield, due to the loss of mp5.
If your guild is capable of doing the chess event in Karazhan for Tryptich's (lol ok, i correct myself: capable of reaching) any time soon, don't waste badges for this one. And even then I would consider buying the new 2.3 items fist or even saving up for 2.4.

This shield is fantastic, though, for those of us who have been running Kara for five months, with full clears everytime, and still never see the chess shield. Or ZA for about two months, and still haven't seen that shield drop, either. For me, I was over 130 MP5 with Crystal Pulse, and at that point, the MP5 isn't as nessicary, so I 'll go for the stamina/minor difference in healing for awhile.
