Knowing Blizzard's textbook designs, here's my theory:

Null Voidfish (can be fished in Angler's Anomaly (Voidstorm), rare/auctionable)
↓
Grand Beast Lure (requires Midnight Skinning, highest lure)
↓
Grand Beast Summon (eqivalent to Slatefang <Superb Elusive Beast> in TWW)
↓
Daily Skin (per character)
↓
Tormented Tantalum (new auctionable craft mat for epics, equivalent to Superb Beast Fang in TWW)

Just had a few drop from the elites in Deatholme at the south end of Eversong zone.

You can get these when completing a Prey hunt

FWIW (which isn't much, sample size = 1) I did the prey hunt in Eversong on hard mode - 4 of these dropped in the chest. I will update if a pattern emerges. Might be some kind of catch-up mechanic, this is only the 4th prey hunt I have done (and 1st on hard mode).
- Yeah, that was "got lucky" - zero today.

Note that these won't drop from "custom" Hunts, so Preferential Killing quests won't reward you with any Tormented Tantalum (or chest in general).
