This (or 1 of the 3 equivalent items for the other Cartels) will only be visible on the quartermaster of the Goblin Cartel you made your weekly contract with (inside The Incontinental Hotel in the center of 幽坑城) when your Warband completed 檢查C.H.E.T.T. before. You can exchange one of these for a 完成的C.H.E.T.T.清單, which requires the completion of 4 activities on a C.H.E.T.T.清單 obtained from C.H.E.T.T. in the Hotel (requires Renown 13 with 幽坑城集團).

This allows players to choose between 250x 勇氣石 for turning in a 完成的C.H.E.T.T.清單 at C.H.E.T.T. in the Hotel or bringing a completed list to the quartermaster of their aligned Cartel to gain 500 reputation with them from the Finder's Fee./way #2346 63.43 16.73 Boatswain Hardee (Blackwater)PTR Notes:
Additional Finder's Fee purchases rewarded 500 reputation in the same week. After several weeks without changes, I'd assume this is intended (and probably the best way to make bigger jumps in this otherwise horrible reputation grind).
I didn't like the lack of progress tracking for the activities, I constantly had to use the C.H.E.T.T. List to check if I was done with something.
We had activities that felt overwhelming compared to others (e.g. "Fish from Steamwheedle Runoff 50 times") and at least one that made no sense ("Collect 5 battle pets in Undermine", players can only collect 3 pets of a kind, soon they would have to dismiss pets to capture 5 more).

The Finder's Fee is not on the vendor for me at Revered with Blackwater on live. Turning in the 完成的C.H.E.T.T.清單 for valorstones is entirely worthless to me, so I guess I'll just hold onto it.

Don't hold onto it; as Czecher mentioned, you must complete 檢查C.H.E.T.T. first to be able to turn it in to your local goblin cartel rep.

For those achievement hunters, C.H.E.T.T.之友 DOES NOT count when you trade your C.H.E.T.T. card for reputation.

It's good to know that you can turn in completed CHETT cards even after the reset and receive a new one from CHETT in the same week! This means that if you're farming Paragon crates, for example, or already have Revered reputation with a faction, you can still complete it with all your characters and simply turn it in for a different cartel the following week. I specifically tested it with one character, so it really works.
