After doing a little more research into my own question I found that apparently this can be purchased from the "Arena Organizers"

They are goblins in Tuxedos. One is located in Nagrand at the arena there, one in Blade's Edge at the arena there and one in Gadgetzan at the Thunderdome arena there.

The charters will be purchasable in ~5 hours from the time of this post.

Costs:
2v2 Team Charter: 80G
3v3 Team Charter: 120G
5v5 Team Charter 200G

These prices are speculative and I have no real way to confirm.

Apparently there is a bug with the Chater,
what you have to do is place it in your main bag (which is backpack) then it should work.

If I buy the Arena Team Charter (2v2) on character X, can I invite my character Y on the same server/account to the team?

Does my friend/arena teammate A need to buy it and then invite X and Y to the team?

If u have a 2 vs 2 team (& its turned in) does any member of your team have to be on so u can join the arena in battle or are u stuck skirmishing till some 1 gets on?

Cause I'm stuck in skirmishes gettin no points and it sucks.
(& no 1 is on from my team)

Upon purchase of the charter, you'll need to design a team logo and create a team name, have your teammates sign it, then turn it back in to any of the 3 NPCs who sell it (listed above).

Then invite your teammates to a group, let the group leader queue up at the arena battlemaster (goblin at any arena or at the BG queueing area), and you're all set. Happy PVPing!

*Maximum members you can have in a 5v5 team = 10 characters. Minimum is 5, of course.
I would assume the maximum for a 2v2 would be 4, and a 3v3 would be 6, then. (Need confirmation on this, as I only know the 5v5 one from experience.)

I can't buy those F****** charter. i've been down by Steamwheedle Sam(http://www.wowhead.com/?npc=1985 6) but he just said " i sell the arena charter you'll need". why is that.. i'm lvl 70 lock.

Hey ppl

I got a different problem.
I made a arena team (2V2) and we are with 3 players.
I am in a group with one of the other 2 members of the team and want to do a 2v2 arena battle.
But i can't sign in for a battle.
I got a logo and a name and all that stuff so i dont know hy it aint working.

With patch 4.0.1 a new way to create Arena Teams was introduced. The Arena Organizers have been removed and you no longer need to purchase a charter.

Simply open your PvP window (H by default), and click on Arena teams. You can create a 2v2, 3v3 or 5v5 from there.
