Dropped by Balzaphon, a Scourge Invasion boss who shows up in Stratholme on the Live side, though it's quicker to do through the back door until undead strath and reach him there. He is only there while the Scourge are invading, whether or not this will reoccur, I don't know.

If I remember correctly, this staff had about a 30% drop rate, and I got it on my 5th attempt. I got http://www.wowhead.com/?item=23126 the second go.

This staff is on a level with the Rod of the Ogre Magi, whith the Rod having higher stats but less +damage.

If you have the chance at this staff, take it over the rod. It's easier to reach, the +damage makes it better (IMO) and for people who don't have time to raid, this will be perfect.

Very nice caster staff.

Good topdamage too.

I'd like to point out that he drops two Corruptor's Scourgestones at once and, given his position in the instance, you can quickly get a good Argent Dawn reputation boost by killing him, resetting the instance and repeating the process.

Dropped by Balzaphon, whose other drops (besides two Corruptor's Scourgestones) are:
Chains of the Lich
Waistband of Balzaphon

To reach him from the service entrance (backdoor) to Stratholme, enter the first room then take the passageway west, on your left. From that room, take the road downhill to your right (north) and he'll be backed against the wall where the road curves west again.

If you do not have a Key to the City, go in the front entrance normally and proceed to the first intersection; take the road left, then at the next turn right through the AoE trap, then right again after that. He'll be against the wall where the road turns south. (You may, if still keyless, consider at this point going onwards towards the service entrance, using the first route listed here in reverse-- Magistrate Barthilas will be standing in that room, and will drop the key if you kill him.)
