Update - 12/18/24: Can confirm you DO need one of the N'zoth toys AND the pug with one of the two costumes. I went back to try again without the pug, but I had all three toys. I spammed /pray and nothing happened. After just a couple minutes, someone came by with the pug and one of the toys. He prayed to the obilesk and there was an instant reaction with a large puff of purple smoke with a dialogue showing the Key with a loot window popping up showing the key as it went into my bag (it just happened again as I was writing this, I had even moved out of the way to the front of the roof and it still reached me).

So, yes, if you don't want to spend the money, just stand there and wait for someone.

Fel cycle:
Wasn't able to get anything at the start, even though someone was close with the Pug costume. This was in the old (Siege of Orgrimmar) Vale of Eternal Blossom. We decided that I should switch to the "new" Vale of Eternal Blossom (BFA), and then /pray at the same time, both wearing costumes. After equipping the costume and praying together with the people in the old Vale of Eternal Blossom, I instantly received the Key of Shadows.

Not sure if its correct or not.
I didn't had any costume for perky pug.And was waiting for someone to come with costumed pug. Someone on other faction arrived that did have costumed pug .But i couldn't notice that he had gith of nzoth on him. Not sure if that's reason we didn't get key.He left.Then i switched between old and new bfa zone to see if someone else will come.Nobody showed for like 5 min and i was contemplating if i should go and buy a costume when suddenly key of shadows showed in my bags. Nobody else was around that i could see trying .

Put the costume on perky pug, had gift of nzoth up, was in bfa vale and typed /pray but it didnt work :( 25k down the drain

Ooookay, I don't suppose anyone else is as dumb as me, but just to be on the safe side... :-) So it's really important to be absolutely sure you're in the right phase if you decide to purchase and use this item on your Perky Pug for the 2nd pedestal of the Fel Cycle mount questline. I did this on an alt character different from the main I used during BfA. I went to the coordinates (/way #1530 83.69 27.58) where the guide says the Obelisk is located (top of Mogushan Palace, small alcove at the back). Finding it right there I supposed I am in the right phase, though I haven't seen Zidormi anywhere at all. Casually overlooking this small detail, I waited for a few minutes near the Obelisk, but I got no luck: even though there were several people there, apparently everyone was waiting for someone else for a "free" completion :-) After a while I decided to bite the bullet and so I purchased the Dogg-Saron costume for 25000 gold. Got back to the Obelisk, dressed my Perky Pug in the costume, used my Twitching Eyeball, targeted the Obelisk, did the /pray aaaaaaaand nothing happened. I /prayed many times more and waited around for about 40 minutes more but no luck. I saw at least one other player come and dress up his Perky Pug in this very fairly and cheaply priced, absolutely not a ripoff and blatant stealing our hard earned gold out of our pockets costume, but apparently he also was unsuccessful in acquiring the Key of Shadows. In frustration I logged in to my main character just to verify I'm in the correct phase, and sure enough when I came to the spot it was clear I was in the wrong phase with my alt character. This I verified by finding Zidormi at /way #390 80.48 31.96
To verify you are in the correct phase, talk to Zidormi. If the dialogue option she has is "Can you show me what the Vale was like before the Black Empire assault?" then you are in the correct phase. Otherwise, if you are in the wrong phase, then her dialogue option will be "Can you return me to the present time?". In this case you need to click that dialogue to get in the correct phase. If Zidormi is not there for you at all then I think you are almost certainly in the wrong phase like me. To get Zidormi to appear and thus be able to get to the correct phase, you should do the quests as described in the comments section of Zidormi in the comment written by Biancamella. As mentioned there, you need to complete the BfA quests starting with 派出艦隊 / 派出艦隊 up to and including 泰坦級問題. After that quest, Zidormi will be there and you'll be able to get to the correct phase. I can vouch for this being the solution, because I did these quests on my alt and then purchased the costume *again* (so bye-bye 50000 gold in total...), went back to the spot and sure enough, Zidormi was now there and so now being in the correct phase, I dressed up my Perky Pug again, used my Twitching Eyeball, targeted the Obelisk and my /pray was finally heard by N'Zoth and the Key of Shadows popped up in my inventory. So, TLDR be absolutely sure you are in the correct phase before you use your Dogg-Saron costume.

I have always hated this stupid pet and its insipid costumes. And now 75K later, I would give anything to kick it out of my pet list. But you can't. I hate this.

For future thrifty Felcycle seekers: DO NOT buy the Dogg-Saron costume.

Instead check the AH for the Yipp-Saron costume which drops during the Halloween event. I found one for 1.5k, considerably cheaper than the 25k for the Dogg-Saron!
