The wowhead guide says "The Three of Frost can be found by the stairs leading to the Story Time stage." This is misleading. Don't look at the stairs that lead up to each side of the stage. Rather, look to the wooden stairway that leads from the main pavilion down to the level where story time is - the long stairs between story time and mount mania.
