This Tailoring knowledge piece are in the Inn where you meet Innkeeper Brax. Head past him to the door way at the right. You will see another doorway to the left across the common room, this leads down to a hall with plenty of kegs of brew, there are two entrances to bed rooms, take the right one, and look to your right, on the bottom area of a wall shelving unit is a purple outlined sewing implement.

I struggled like hell to find this because all the previous coordinates were just wrong. The entrance to the Inn is 43.46,32.16. Head inside and to the right, down the stairs. Go through the doorway at the back of the room and down the stairs again, then go right at the small keg room, and it will be on the right hand side at 44.71, 32.87.
