This is one of the random quests given by Dispatch Commander Metz in exchange for a Argent Dawn Valor Token. The awards are used to buy items from the Argent Dawn; but they require a high number of the insignias.

Now that the Burning Crusade Expansion is out most people will skip these quests. It is recommended by most to skip it unless there is an item you want from an Argent Dawn vendor that requires the award(s).

Does this quest count toward Loremaster? I don't believe so...

No, I don't think it ever counted for Loremaster, but at any rate, since they changed the Argent Dawn presence out in EPL to the Argent Crusade, the mechanics for gaining rep with them has changed QUITE a bit. All of these quests are now obsolete.
