Terrible drop rate. I've done this quest with about 7 different characters, and all 7 times the drop rate was around like 10%. So I'm thinkin the drop rate is anywhere from 6-10, or if you're incredibly lucky, it'll be close to 31%.

EDIT: Actually, the respawn trick works. Just kill all the gargoyles, then when they respawn, kill the respawns and you'll get a pretty decent drop rate.
