If it feels like it's taking a while to find Wilber, don't be alarmed: I too had fowl luck finding this little one.

Puns aside, I did eventually find him in an Arathi Treasure Hoard. I had a Sparkbug Jar on hand just in case of finding invisible objects; you get a soft "ping" Light-impact sound effect if your jar's light hits anything of notice.
