This item provides ~200 (or 400 counting both buffs) buff applications PER SECOND in addition to it's great 10% Versatility buff, which obviously leads to incredible lag for anyone fortunate enough to be close enough to the person using it.
In the 3 minutes it was active during a fight today it applied both Luminous Resilience and Lingering Light around 36500 times EACH.

in a fun bit of rp-to-gameplay confluence, these also work great for getting around areas of the game that are really dark and tough to navigate. my wife and i keep stacks of them in our bags just for the utility--its a handy access tool for low-vision players :)
