The Hidden Quest ID is 78299 so you can check to see if you've already looted it by running the following command.

There is a gap in the 3D part of the flower circle at the precise coordinates listed in other comments. The scales are blended into the grass there. Zoom in to first person if you need to.

If you can't find it try setting "ground clutter" to the lowest setting in graphic options.
