Whatever it is, it's not RNG.
I always get the same amount of each stat. However, when I change my gear, the amount of each stat gets redistributed.

This is what I mean:
Gear Set 1: Always Haste(345), Crit(725), Versa(65), Mastery(794)
Gear Set 2: Always Haste(316), Crit(644), Versa(103), Mastery(867)

I don't think the exact % of each stat you gain from trinket is directly proportional to the % of that stat from your items/buffs(ex: if haste makes up a total of 10% of your stat, 10% of the trinket's buff is haste--I doubt this is how it works). I did the rough math in my head but it didn't add up, but feel free to dig deeper. I'm too lazy anyways :)

It works off of how your stats are overall, so if you have a lot of mast but no haste then the trinket will do the same.

It works as you expect, but it's got one quirk that definitely seems like a bug, or just a really weird choice. And honestly with Blizzard, either could be right

tl;dr this stat gives you bonuses to all secondary stats, with more going to your highest stat value. Except, for some reason, Crit and Haste are flipped. If you have high vers or mast, you'll get the biggest bonus to vers or mast respectively. If crit is your highest, you get a lot of bonus haste?

I have to imagine this is unintended lmao

Nerd Breakdown
The way this trinket seems to work is that it divvies up the total amount listed in the tooltip, based on the percentage of each secondary stat to the total of secondary stats you have.

So for example, the 428 version lists 1876 bonus stats. If you only have 750 mastery and 250 versatility, then you will be rewarded ~1400 bonus mastery and ~475 bonus versatility when the trinket procs. 75% of your secondary stats are mastery, so it rewards you with 75% of 1876. Same for vers.

Again, the weird wrinkle is that haste correlates to bonus crit and crit correlates to bonus haste. If haste is 25% of your secondary stats, you will get a 25% bonus to crit.

For a real reference, here's what happened with my Shaman with a 428 trinket

Crit: 1378 (11% of my total secondary stats) -> 781+Crit(42% of 1876)
Haste: 5305(42% ) -> 202 +Haste (11%)
Mastery: 5162(41% -> 760 +Mast(41% of 1876)
Vers: 911(7%) -> 134 +Vers(7% of 1876)

Spec didn't seem to have any change on this

The ppm of 2 per minute also seems a little generous. It's really more like a loose 1 per minute

If you love either Crit or Haste, but not both, skip it unless this gets changed

This Emerald Dream BoE drop allows you to get a quick 437 trinket. Combine this with the stat specific trinkets:

Strength: 烈火根鬚
Agility: 狂亂的夜爪豹牙
Intellect: 烏鬃符文

The highest item levels go for quite a bit, but as they're in the Explorer upgrade track it's fine to buy it at 418, which tend to be cheap, and upgrade them to 437.

To clarify: in 10.2.5 there are a variety of ways to gear up rather quickly to about 440 right after reaching level 70: the easiest is doing the entire 翡翠夢境戰役 and upgrading gear. Trinkets are an exception, as no single world activity drops them except for crafting them with 夢境火花, which you don't want to use for trinkets.

Does this proc only for DPS? I can't get it to proc on my holy priest, just healing but can quite regularly if I'm dpsing.
