This is related to the drogbar 布莉古爾 in Glimmerogg. Once the area is unlocked, he will offer quests each day that must be completed to raise your relationship with the 葛利姆羅格競速騎師 reputation. Some quests are typical kill/gather style quests, while others involve battle pets like 蝸牛激勵：亮殼蝸牛.

He also gives you a 海螺哨子 that can be used to summon 城中大滑頭 as a non-permanent mount. Around the area, you'll find ground zones that you can run into with Slick to gain a speed buff. I'm not far enough along in reputation to see if these zones matter at all, but I suspect they could be used for quests later on or for a bit of fun racing around the area. Getting to max rank almost certainly gives you the permanent version of this mount.

Just got 城中大滑頭 on the 10.1 PTR.

It's a reward from a quest Snailed It, given to you by 布莉古爾 upon reaching rank 5 with the reputation 葛利姆羅格競速騎師.

There's 5 ranks for 葛利姆羅格競速騎師, and every rank requires 700 Reputation to get to the next.

Rank 1 Aspirational
Rank 2 Ameteur
Rank 3 Competent
Rank 4 Skilled
Rank 5 Professional

There is 2 ways to get rep.

First you complete a intro quest 蝸牛一起走 where you get introduced to 城中大滑頭.
(Prerequisite to get introduction quest: Complete 付費遊玩 & 額外幫忙 from 『野獸』布洛葛 at /way 43.79, 82.97)

Daily quest: Every day a single quest will be available from 布莉古爾. It is a random quest, and there is no system in which appears when, and it does not hurt you if miss a day or two. These quests give 100 Rep each.

Showing 布莉古爾 Snails: 布莉古爾 has a dialogue option, asking about additional ways to prove your aptitude for snailtraining to him, where he asks you to show him snails from outside Zaralek Caverns.
Pulling out level 25 battlepet snails that come from outside Zaralek Caverns, prompts 布莉古爾 to offer you a onetime quest called Snailspiration:XSNAILNAMEX. You then show him your level 25 snail from outside Zaralek Caverns and you get 100 reputation in return.

1 Week & 2 Days with 外交 (Human Racial) & 1 weeks worth of 咿哈！ & All confirmed battlepets.

I think the "one time" snail turn-ins are actually on a weekly lockout or something. I handed in a lot of them on the first day of the patch, and now (week 3 of the patch) I came back to hand in the remainder since someone posted the full list. I got credit for all of them on the list.

I know I did at least half of them in that first week AND only ever did 3 of these dailies - and I'm now sitting at rep 4/5, 200/700. I also used no rep buffs and I'm not human. I must have gotten double credit for a bunch of the "one time" turn ins.

If you're just offering him every snail in your inventory (like I did) and wonder why your Cobbleshell isn't acceptable, it's because the snails have to be from outside Zaralek Caverns. I hadn't realized I had captured and leveled my Cobbleshell in the cavern early in the patch.

6/15 pets can be traded from friends, if you know someone who already did this grind, they can loan you the pet to save you leveling it.
Don't have a level 25 pet yet to receive a traded 25 pet? Remember every character can get one Ultimate Battle-Training Stone from their level 3 garrison. Takes less than 20 mins even if you need to start your garrison from scratch.

All the non-tradable ones are caught in the wild (one in Eternal Palace) and Zoom is from an easy achi. All easy to do - recommend using a Molten Corgi/Brutus which has Superbark (strong vs critter, cannot kill victim).

Even if you're intending to mostly do dailies and don't want to catch snails in the wild + get them to 25... getting these 6 snails traded will give you a big headstart. Big Slick is very, very, very slow when you're only rep 1/5, so starting at 2/5 will make the dailies where you mount him much more bareable.
I'd recommend catching the non-tradable pets. Super easy to catch them, pretty chill. Took me about 1hr including all the travel.

You can do all of Briggul's SNAILSPIRATION quests in one sitting. Summon a snail from the list above, talk to Briggul, grab the new quest. Complete the quest. Summon the next snail, talk to Briggul and grab new quest,, and so forth.

睏睏 that you get from Elianna in the Emerald Dream does NOT count toward the Snailspiration one offs, as of 10.2.5 (in case it's hotfixed in the future, since this pet is obtainable outside of Zaralek Caverns).
Just wanted to help someone else from spending charms to level it to 25 only to find out that pet won't count.

I already have another Snail mount. However, if you get your rep up to 4/5 with Briggul, this little snail mount that you can ride -anywhere- is fairly quick. I think I am going to keep it that way and hold off the final turn in.

Last thing here.. if I have to do those stupid captures before posting when I am already logged in, this is the last time I will post. Figure it out an stop annoying your patrons!

Edit: Ok, well.. not -anywhere- apparently, some instances won't allow it.. but it is usable in a lot of places that you can't use a normal mount
