Frigid Floe Fish, which can be fished in open icy waters in the Azure Span (such as around Iskaara), appears to be linked to the Empty Fish Barrel item, as having the barrel in your inventory greatly increases the drop rate of the fish. The barrel is obtained by using the Aquatic Shades toy, visiting the dive bar north of the Obsidian Citadel (/way 19.16, 36,60), dancing on the dance pad for 5 minutes, and then clicking on the object that spawns in front of you after you get teleported.

Datamining from 10.0.5 suggests that you will need 100 of these fish, along with x25 Calamitous Carp and x1 Kingfin, the Wise Whiskerfish, the latter two of which are obtained by currently unknown means. It seems you'd place all these fish in the barrel, then return it to its original spot, after which an unknown event would occur.

I fished up the required 100 of these in the waters right next to the community feast pot at 13, 48 in Iskaara. It took about 35 minutes.

Where you fish does make a difference to catch rate, best spot I used was provided by another poster, I got my fish very quickly here:

I cant seem to catch these.. max level fishing using Khaz Fisherfriend, perception phial putting me at 140 perception and fishing in all different pools in Azure Span - probably 300 fish with 0 of these found. Any ideas?

Fished them up near the skinning trainer in Iskaara. Took roughly 40 minutes, averaging a Frigid Floe Fish every other cast. Happy fishing, everyone :)

With a Dragonflight fishing skill of 100 I've had no problem fishing these guys up in Iskaara, Azure Span (12.1, 49.9) at an average of 1 every other cast or so.

You need 100 of these soul-bound fish in your quest for the mount Otto. Good luck!

If you're all lunkered out by the time you get to this point, ~~sitting down while fishing will prevent them from spawning when you get the Ominous Conch~~.

Edit: As of 10.0.5 this no longer works. You can put your harpoon in the bank to keep these from spawning. Or if you have the Better Fishing addon, you can check "Allow fishing while looking for lunkers buff is active"

Fishing Buddy does not like catching these fish. Every time I catch one, I get a LUA error. I just disabled the addon while fishing for these.

Make sure the region you're in says "Iskaara" at the top right when you fish, this is what did it for me.
