Jeweled Whelplings come in 5x different variants matching the Dragonflights. Jewelcrafters with 巨龍群島珠寶設計 Skill 50 can craft these battle pets when they acquire the designs for the Jeweled Whelplings.
Apart from traditional trading, Dragonflight offers a new way to get your hands on these pets: You can place work orders and deliver all reagents for a pet of your choice.
As long as one character on the Account reaches Renown Level 21 with the 龍鱗遠征隊 (to unlock "Jeweled Whelpling Treasure Maps" account-wide), the actual JC only needs to learn 巨龍群島珠寶設計 to go for the Designs.
The Designs (for JCs only) and Gem Cluster crafting reagents are guaranteed drops from Gem Cluster treasures. Each one is tied to a specific map, the first 黑曜寶石簇地圖 is a reward for completing 寶光幼龍的傳聞 when reaching Renown 21. This quest will be flagged complete for the whole account, so you probably have to go for the 瑪果爾老大 vendor purchase on all but one character. (3x 奈薩里黑晶 + 100x 巨龍群島補給品)
I personally found the other maps in repeatable treasures in all zones, i.E. , 遠征隊斥候背包, or any kind of 縛法寶箱 (some of these include a puzzle). I've also found additional Gem Cluster crafting reagents and even Designs (with my JC) in them (the latter maybe as a fallback when someone looted the Gem Cluster treasures for 巨龍群島的寶藏獵人 and learned JC later).
A second character (who didn't purchase the 黑曜寶石簇地圖 and is not a JC) also looted Gem Cluster treasure maps and Gem Cluster crafting reagents.

Right now on Beta the treasure maps will mark their treasure locations, but you won't see these icons unless you're in that zone.
The tooltip for Renown 21 suggests that we'll find all the treasure maps and designs on the vendor, but I've never seen something else but the Onyx Gem Cluster Map.
Not sure what happened with the Design for the Jeweled Onyx Whelpling (my bags were not full), but I personally didn't loot it from Onyx Gem Cluster treasure , but instead found it in my mailbox afterward.
Unfortuantely I didn't consider this earlier and now can't test it myself, but maybe it's a good idea to check for the "Rumors of the Jeweled Whelplings" quest on your actual Jewelcrafter and not touch it when your first character reaches Renown 21. I personally don't like the reagents that are needed for the Onyx map purchase, so unless Blizzard changes it into a character-specific quest, I would just keep it for the JC (or a character you hunt Achievements with).

Prequest: Loot 巨龍群島補給袋 from 洪荒元龍 and complete item quest 資助尋寶活動
It never dropped for me during lvling, but always dropped from 1-st NPC when i got there at max lv
So you buy 考古學家文物筆記 from 編目員潔可思 and find the first treasure 金色龍酒杯 - it is intro treasure, and you get 1-st map for free
Search and loot all the random treasure chests you can find

遠征隊斥候背包 renown 2 with 龍鱗遠征隊
翻過的土 renown 5 with 龍鱗遠征隊 and will need to buy 小型的遠征隊鏟子 (buy/craft alot, you will always want to have them in your bags)
縛法寶箱 renown 16 with 龍鱗遠征隊
You can get 6 maps before Renown lvl 21 with 龍鱗遠征隊 and 5 more after.
2 maps are from intro quests and 9 are from random treasure chests drop
Hard part is to loot the map from random treasure chest and the rest is easy.
1 map drops every 50-100 chests
Use the map and it will highlight the location of the treasure
Treasure icon will be visible when you enter the subzone (Waking Shores, Azure Span , so on)
Loot the treasure and get the reward

As of April 16, 2023, for anyone still having trouble finding maps, you may be having the same issue I was having, which no one else seems to have mentioned.

TLDR: Ensure that the character that originally looted 巨龍群島補給袋 has reached Dragonscale Expedition Renown 21.

You can check if the quest was completed on a specific character by running this script:

The Rest: I swapped mains early on in the expansion, I started off as a Demon Hunter, then ended up switching to Evoker midway through Normal Vault of the Incarnates. Fast forward a few months and I'd been max renown on my Evoker for a long time, had looted hundreds and hundreds of dirt piles and expedition packs and had never seen a single map drop. Then I learned that 巨龍群島補給袋 is only usable once per account, but the effects of looting maps are supposed to be account-wide, so there isn't supposed to be a problem.

However, my Evoker had never completed it, my old Demon Hunter had. So I decided to test out a theory and levelled my Demon Hunters Dragonscale Expedition Renown to 21. Immediately after reaching Renown 21 on my Demon Hunter, I swapped to my Evoker and 2 Chests, 2 Packs and 13 Dirts later, I looted 翡翠花園探險者的筆記 from a 翻過的土 in Ohn'ahran Plains.
