Basically, just do the Dragonflight pre-patch questline (specifically 洪荒威脅 / 洪荒威脅), or purchase it from the event currency vendors. Only available to earn/buy directly during prepatch, but you can probably get it from AH/trade later since it can be caged.

Storyline 龍鱗遠征隊 + Extra Quests:

1. 巨龍群島等著你 - start automaticly when login You need to go to Stormwind and speak with 怒西昂 79.9 27.2
2. 守護巨龍的邀約 - speak with 怒西昂 conversation will start.
3a. 遠征行動 - Speak with 3 NPC: 塞林‧暗砧 64 37.4, 編目員沃福德 63.2 70.1 and 探路者傑布 38.2 45.2
3b. 黑曜衛隊 - speak with 德維希安 51.1 67.5 on top of tower
5. 風中的低語 - Speak with 大法師卡德加 He will come from teleport, Video will start.
6. 追逐風暴 - Start from 多蒂‧鬍鬚 22.9 55.5 Speak with 風暴獵人威廉 25 53.2
For Storyline probably the rest of the quests next week. But after 6 quests You can do extra quests:
- 提爾的遺產：過往的秘密 - Do dungeon 奧達曼 located in 41.4 9.9, best way is to go LFG dungeons. Dont forget to put dungeon on normal dif.
- A Primal Threat - Kill mobs at Primal Elements and pick up from them 10 原始能量微粒 Reward is 洪荒小風暴.
After finishing quest 6 You will be able to buy items from 風暴獵人威廉. All items 252ilvl + 暴怒之風容器 and 風暴毀損材料袋, to Buy all item you need 原初精華 you can get them from killing mobs at Primal Elements.

Achievement 對抗元素 and how to get 不穩定的元素匯聚體 Guide:

First think about Primal Elements. You have 4 elements bosses and they are spawn only in 3 location:
/way Badlands 32.9 42.1
/way Un'Goro Crater 48.4 27.8
/way Northern Barrens 35.2 40.4

Elements are spawn every 3 hours and is random elemental on each location ( can be 3 x ice or 1xfire 1xice 1x wind ).

To get Achi done You just need to kill all 4 bosses but to get 不穩定的元素匯聚體 You need to get drop from them but is not 100% drop rate.
Elemental bosses and drop:
- 無盡風暴領主 drop 黯淡的原初風暴 i got it after 2nd kill :D,
- 震地領主 drop 黯淡的原初之土 i got it after 11 kills xD
- 冰川冰雪領主 drop 黯淡的原初之水 i got it after first kill :D
- 烈火領主 drop 黯淡的原初火焰 i got it after 2nd kill :D.

Now most important for drop, to get it easy use LFG ! in this way i get all Dimmed Primeval very fast. Only You need to be lucky with elemental spawn.

Pet dropped after killing an elemental boss, so you can get more then 1 on 1 character after you've done the quest.

This pet is now added to vendors 風暴獵人威廉 in Stormwind, and 風暴獵手蘇菈卡 in Orgrimmar for 250 原初精華.

This pet doesn't despawn when you take off in a flying mount, it'll zip along the ground below you at bonkers speed up and over any terrain as it goes. A bit weird and kinda funny.
