It is on the ground (technically just up a small hill next to the bridge). You're looking for a Tesla object with a cog icon when you mouse over it. If you try to activate it, it will attempt to start but fail. To make it succeed, you need to click on 3 landmine objects nearby, These are clearly visible with a blinking light within 10 yards of the Tesla object. Once the 3 landmines are clicked, the cog icon will turn into a loot icon. Enjoy the easy +3 knowledge.

The Overcharged Tesla Coil can be found this way.
1. See Dragonscale Basecamp Icon on your Waking Shores map.
2. Located stone bridge slightly north of Dragonscale Basecamp Icon.
3. The Overcharged Tesla Coil is located on the south end of the bridge, ever so slightly off to the east, towards the western Frostfire Assault entrance/exit.
