If you land on the roof of the round building, you'll be save from mob aggro and can look around until you spot where it is on the ground, right behind a level 70 Arcane Commander who doesn't scale if you're lower level. Always 70. I didn't have to turn down my graphics or anything to see it; it's pretty obvious on the southwest edge of the rotunda when viewed from the roof above. It *is* lootable if you're in combat, unlike some objects around the Dragon Isles.

I got it at 63 on my shaman by popping my earth elemental then into ghost wolf, then jumped off the roof and looted the object. I figured that I would just die then, but managed to have an extra second to run south to the edge and pop my goblin glider. Not everyone can pull that stunt, of course, but if you really want those points but the mobs are too much, consider what options you might have to survive at least long enough to loot it. If need be, you can rez on the roof when you fly back to your corpse.

Can apparently bug if you die as the loot is going off. The item disappeared from the world for me, and I did not loot it. I assume time will reset it; still shows up on the mini map but in red, so it's possible it has a spawn timer.
