As far as I know, the tribute you put there depends on your race: A bottle for orcs, a totem for tauren, a dark candle for undead, a jar for Blood elves and a white candle for trolls. It spawns right where youre character is standing and will (presumably) stay there for the duration of harvest festival.

You could build a ladder from the tauren totems...

When using this item near Grom's monument, your character will place a tribute at his or her feet. Each race drops something unique. You can find screenshots of each of them here:

Orc - Bottle
Troll - White Candle
Tauren - Totem
Forsaken - Black Candle
Blood Elf - Vase

And for the Alliance equivalent quest, using Uther's Tribute near Uther's tomb also has unique tributes for each race:

Human - Flowers
Dwarf - Stein (mug)
Gnome - Gadget
Night Elf - Candle
Draenei - A Draenei-like thing (not really sure what it is...)

As 6.2.2a.. this is available to players, but just for the Harvest Festival event and only when you're on the "Honoring a Hero".

This is the Horde Item, pretty clear
