The cypher weapon unlock is NOT Account-Wide. This unlock is ONLY for the ONE character you turn it in on. If you want other characters to be able to get cypher weapon drops, you have to complete the entire 機諾化身英雄 quest line to unlock 歐利亞瑪努 as a vendor before the quest item will even drop for that character.

Only then can the disc drop and be turned in to unlock Cypher weapons to show up as WQ rewards and chest/cache/weekly box drops in ZM.

This means you have to re-do that entire quest chain on EVERY character you want to be able to get cypher weapons on.
Gotta love how alt unfriendly this supposed "alt catch-up" system was designed.

The Vespoid area east of the Pilgrims base is a great area to farm this. Dunno if it drops for those without the Olea Jiro questline, but with it done (it isn't THAT LONG anyway) you can drop it within 2-10 minutes, lots of mobs in the area and also 2 rares that won't show up in the world map (only in minimap, within range).

OR, just kill some mobs around the area near the NPC you turn in the quest, drop's pretty high anyway.

I completed the 破碎的群體 quest and the next mob I killed dropped the 共鳴圓盤. Not sure if lucky, but possibly a new change?

Got it after finishing the Jiro questline which took like 10 mins to complete... then it dropped the next mob I killed after. Safe to say if you haven't gotten this yet to complete the jiro questline and try killing mobs after..

Finished Jiro questline, got it on the first group of mobs I pulled. Either very lucky, or WoWhead has really inaccurate drop rates that includes those who have not completed the quest.

Kind of late, but just some additional info on this.

After turning this in, you will start seeing weapons on occasion instead of what you would normally have been offered as a reward with the ilvl based on your current research level, same as gear. Which weapon you are offered is based on your current loot spec. If you are interested in a different weapon, change your loot spec and do a reload. Also, if one of your toons is seeing a weapon as a reward, any of them that have unlocked these will be offered their appropriate weapons as well; dailies can also reward weapons on occasion.
