I wish Blizzard would fix this and add the missing boots. They wouldn't even have to do much to fix this either. Just have that vendor in the Barracks in Orgrimmar and the Town Hall building in SW's Old Town, (the Vendor that sells the weapons from Exile's Reach after you arrive in SW/Org) sell the complete armor sets. That way we can pick up the boots we missed out on and, for veteran players, so we don't have to make 4 or more new toons just to run Exile's Reach again just to collect the armor/weapons we missed out on. Exception for the dungeon drops from Tunk and Gor'Groth though, still would have to run that one to collect those drops.

As of a Recent patch (possibly the War Within Pre Patch?) These now are properly given during the tutorial.
