You can find this toy in the barbershop in the Horrific vision of Orgrimmar.

To get to the barbershop head to the Valley of Spirits which is west of where you start, and help Zekhan defeat the four little void walkers and the big Faceless one. Once you do that, don't go in the tunnel where the main objective of the corrupted area is but head a little bit north, you will find the barbershop and the toy inside, interact with the toy and you will loot it.

However beware, the previous owner of the barbershop, "Bebri Coifcurl," will jump down behind you and make your character temporarily bald before running off!
