Once you have levelled Shadowlands Leatherworking 100/100, go and speak to the Runecarver in Torghast. If you have completed the introductory Torghast quest chain and released one of the Runecarver's hands, he will give you a quest which instructs you to speak with the Leatherworking trainer in Oribos, who will then be able to teach you the pattern for 25 gold.

The pattern lets you make the Rank 1 (iLvl 190) leather and mail armor pieces.
Once you make 15 of the same piece (e.g. Boneshatter Helm), you will learn Rank 2 (iLvl 210).
Fifteen of those crafted, and you learn the rank 3 (iLvl 225) pattern. Fifteen of those to learn Rank 4 (iLvl 235).
This is *per pattern*, so it's a good idea to specialize in the piece you think you'll eventually need, or that will be most profitable at Rank 4. There is so much market competition for ranks 1-3 (due to people skilling up to rank 4), that you will probably lose money selling rank 1-3 pieces.
