The Scepter of Celebras will teleport players into inner Maraudon, in the Earthsong Falls area.

The Scepter comes in handy when you want to do "Princess Runs", in other words killing Princess Theradras by not having to run through any of the Purple/Orange entrances.

Forming the Scepter requires a few steps:

Talk to Cavindra which is located in the Orange area. She will give you a quest, Legens of Maraudon
Enter Orange side and kill Noxxion and loot the Celebrian Rod
Enter Purple side and kill Lord Vyletongue and loot the Celebrian Diamond
Kill Celebras the Cursed and redeem him, then talk to him for further instructions

N.B.: The quest is available at level 41

Whenever I try to use this, I get the message "requires portal of muaradon" has anyone else ever encountered this? What is it that I am doing wrong?

To make the portal, you have to be in a certain spot. To get to that spot, get to the three way intersection where you choose which portal to go into. Go left, and jump off the bridge. Once down there, go behind the khan and there is an altar thing, use the staff there.

This item can be reaquired if you deleted it at the NPC Pazik "The Pick" Prylock in Dalaran sewers.

This item will be changed in 3.0.8

It will be changed into a weapon (im guessing a staff or offhand) when 3.0.8 hits the live servers.
The scepter will no longer be a requirement to enter the inner maraudon.

The portal to inner maraudon will most likely be open constantly, so you wont need one of your party members to have the Scepter.

+17 intellect
+14 spirit
+19 spell power

45.8 damage per second

Staff is broken by default.
You can delete it from infertory and re-request it from Celebras the Redeemed
Staff will be repaired ^^

Since it's not explicitly mentioned above, now that you don't need the staff to portal in anymore, just go to the room where you used to have to use the staff to open the portal, and the portal will already be open and usable.

I went to get the Scepter from my bank, since the Lunar Festival has an Elder in Mara ( http://www.wowhead.com/?npc=15556 ), and I saw the change.. I also noticed the durability was 0/100.
I put it in my bag and went to a repair NPC in Dalaran, where I spent approximately 72-73s (dont remember the exact amount) and turned up brand new.

Thus, you dont have to re-quest for it to repair it.

All the above, before checking with Wowhead.

So, IMO, you dont have neither to repair it nor keep to it (its kind of trash) while the portal is open as of 3.0.8.

Ironic...Just saying because in my downtime, I finish up classic dungeons for the achievement and I try to do all the dungeon related quests as well. So I was rewarded this and wondered what's the big deal, especially since the staff is usable only by a select group of classes. So here I come to wowhead and low and behold, the change was just made a few weeks ago.

I wish there was a way for wowhead to keep a history of the item tooltips and images when they change.

imo blizzard nerfed fun again... they should leave things as they were even if it was bit harder and less available... making this game more retardeasy and idiot friendly every patch isn't positive and i don't like it ;<

So the portal is now open at all times and can be used to bypass half the dungeon without this staff in your inventory (or even in your other pants). To me this raises a big question mark over the point of that first half. Why bother clearing all that trash when you can simply teleport to the later bosses with the better loot.

Sure, you miss out on a couple of bosses but only a couple of them have loot worth getting. Are we going to do this with all the old dungeons now? Changing the mallet of ZF made sense, even if it did take some of the epicness away from the whole process but allowing you to skip large portions of a dungeon that you have potentially never done before?

Patch 3.3.0 Notes:

Sceptor of Celebras: Since this item is no longer needed as a key, Celebras will no longer give one out to a player who loses it. The item can now be sold or disenchanted as normal.

Not Gonna Lie, I kinda wish you could do a quest to turn this back into a staff that teleports you into maradon.

Not useful now, but would be really nice once Cataclysm hits and Desolace is redone.

So I'm guessing the Scepter's Use has been deleted, but the item ID has been kept the same. The Use used to say something about teleporting the caster to someplace... can anyone recall from where to where? I sort of wish the old Scepter would be "no longer in game" and a new albeit nerfed one added in its place. Just to keep track of the record keeping, and to give some advantage to the nerds who quested to earn the staff originally.

Any time a portal item is changed or nerfed in some way, I feel a little has been lost. A friend of mine portaled my main to Black Temple using a trinket (long since taken out of game). At least to some extent, that item has been preserved in time and not just... nerfed. If anyone possesses an Atiesh staff, how sad a thought to think the Use would be deleted, same as this Scepter. Really sort of an odd combination of deletions and removals of items and Uses, I think.
