Has anyone else noticed that the 穀物花環 only unlocks in the wardrobe for the character that purchases it?

I'm unsure if this is a bug, but only my Demon Hunter who purchased the 穀物花環 can use it. My other characters can not.

This item does not work for those trying to gain the achievement ‘Disturbing the peace’ despite it being restricted to only being worn during the Brewfest event! I have just tried both Legion and Northrend Dalaran’s and can confirm this item is not part of the Brewfest clothing for the achievement!
