EDIT - did another run today (24July), just in case, and it dropped. I kept my ticket open (still is) and got no answer from them beside the one below.
(I did the 5 runs in the first day, so this one was the 6th)

After reporting the missing 發光的時光扭曲水晶 got this answer from Blizzard:

I've investigated this for you now and the issue has been passed onto the developers at the moment who are looking into the cause and hopefully a fix for it as it does appear to be happening to quite a few people.

As much as we would love to be able to, we wouldn’t be able to give out a Crystal, as due to the issue at hand, you wouldn’t be able to turn it in either way until the matter is addressed so hopefully they can get something sorted soon.

If you haven't already, the best thing to do is to use the in game feature to report this one so that they can get a bit more information on it. If you open the support section in game, there is a "report bug" icon that you can click and send it to us and the developers can look into it further with the data that is automatically created from your report as they would need that type of info to be able to find the cause and fix it from there.

Updated macro for The War Within and beyond to check whether you’ve completed the weekly Timewalking quest, for both Horde and Alliance and for all different Timewalking campaigns. If all the text appears red, you haven't completed this week's quest yet.

Seems bugged today...dropped after first timewalk dungeon, but i can't start quest, because it says i do not meet the requirements. First time i have such a problem on this char.

As of midnight 12 pm, it seems fixed. The vendor is there and you can now complete the quest properly. Though I have a suspicion it's a new vendor at a slightly different location.

This seemd to be Bugged, but if you just go to Ashran, near the Kronnus <Timewalking Vendor> there it works and gives you the quest.

I've done at least one time walking dungeon on 4 alts, the crystal only dropped for those that are below level 70. I did 5 dungeons on my main thinking it might be a reward from the quest to do 5 time walking dungeons and still nothing. Is this how it's supposed to be or is this a bug?

Missing 穿越時光的蠻野旅程?

If your character is under max level you may not see Timewalking in the Dungeon Guide under Suggested Content. But you can do Timewalking dungeons if it's in the list of dungeons when you click the LFG eyeball. Max level characters will usually be able to pick up 穿越時光的蠻野旅程 from an npc in the xpac capital.

All levels: You'll pick up 發光的時光扭曲水晶 at the end of the first dungeon. If 發光的時光扭曲水晶 doesn't drop, check the bank and your bags. It could be there from an earlier timewalking event. If you have it, it's ready for turn-in.

If you don't have 穿越時光的蠻野旅程, you won't see the count of completed timewalking dungeons. What to do?

You can ask party members to "Share quest" at the start of your first dungeon (/i or /party).
Otherwise turn in the 發光的時光扭曲水晶 after the first dungeon. The turn-in is in Draenor. Use the Wolf’s Den portal to Warspear (Horde) or the Mage Tower portal to Ashran (Alliance). Look for the large question mark on the zone map. You'll receive 時光扭曲徽章s and the quest 穿越時光的蠻野旅程. Complete 5 timewalking dungeons for a gear reward.

Don't do 5+ timewalking dungeons (like I did), then go to Warspear or Ashran and find none of the dungeons counted for the timewalking loot bag because you didn't have 穿越時光的蠻野旅程.
