A few of these guys can be found on the way to Cannon Master Wiley. If you want this enchant, be prepared to run Live Strat a lot.

There's apparently a trainer-learned enchant in BC that's much better than both this and the +22 int enchant available from TB rep:

If twinking and need low level enchant would go with 22int. Price is only a bit higher.

Considering that grinding rep for the Thorium Brotherhood to revered is almost impossible now (since nobody really runs MC or BWL anymore) it would make more sense to grind this out if you are truly interested in an Intellect enchant for your twinks. Otherwise you'll have a long rep grind ahead of you. Does anyone know if you can turn in Dark Iron Ore to get revered with TB?
